NATO is at the head of the spear for the proxy war against Russia. The Russian commerce ships being harassed by Estonia in the Baltic Sea is likely NATO's doing. Operation Spider Web against Russia over this past weekend was a combo of intel, tech, and munitions providers, with NATO personnel right in there.
Little wonder why Russia did NOT want Ukraine to become a part of nefarious NATO.
